Civilian Board of Contract Appeals (CBCA)

The Civilian Board of Contract Appeals (CBCA) hears contract disputes between contractors and most civilian executive agencies, such as GSA, the Departments of Veterans Affairs, Homeland Security, Energy, Interior and Agriculture. We represent contractors in CBCA appeals from start to finish.

Key points about the CBCA

  • An appeal must be filed within 90 days after the contractor receives the contracting officer's final decision.
  • An appeal may also be taken from a deemed denial when the contracting officer fails to decide a claim on time.
  • The Board's administrative judges decide appeals under the Board's rules of procedure.
  • Cases may be resolved after a hearing or on the written record.
  • Decisions may be appealed to the U.S. Court of Appeals for the Federal Circuit.

Faster options

The small claims (expedited) procedure is available for claims of $50,000 or less, or $150,000 or less for small businesses, and the accelerated procedure is available for claims of $100,000 or less. The CBCA also has an active alternative dispute resolution program, including mediation, which can resolve disputes faster and at lower cost than litigation.
